
Dr José Luis Cobos Serrano, PhD, MSN, RN is a distinguished Spanish nurse and global health leader whose work has made a significant impact on the advancement of nursing both nationally and internationally. A steadfast advocate for professional excellence and evidence-based care, he currently serves as the 30th President of the International Council of Nurses (ICN) for the 2025–2029 term, having previously been an influential member of the ICN Board of Directors (2021–2025).
At the national level, Dr Cobos has held the role of Third Vice-President of the General Council of Nursing of Spain since 2021, contributing to the strategic direction and professional development of nursing in the country. He has been a member of the Council’s Plenary since 2017 and formerly served as its Deputy Secretary General from 2019 to 2021.
